The annual meeting of the council was held at "The Ganolfan" at 7pm on the 8th May Present Samuel Jones (chair), all members, plus CC Haydn Jones. The chair welcomed PC.SO Jeff Kedward from NCE police. He stated that from now on he would be stationed at NCE full time and that Richard Mycroft had moved to Pencader. Jeff gave a report on local police actions. Members asked what the state was with the CCTV system at NCE. He stated that it was working well but needed some further fine tuning and he confirmed that disturbances in ths town had decreased since the switch on. members also asked what the process was to get 30MPH signs erected on the roads leading to Capel Iwan. Many local villagers had complained about speeding cars entering the village. The PC recommended that the Council write a letter to the Highways Dept with any supporting letters and then inform the local police who would also send a letter of support.. CC Haydn Jones said he would take the matter, but stated that a road survey and census measuring device would have to be installed initially to check on traffic volume and speed. The chair thanked Jeff for his presence at the meeting. Before proceeding the chair welcomed the new member for Cenarth, Mr Richard James, Bryngolau and hoped he would enjoy the experience of being a memeber of the Council CCHaydn Jones was congratulated on being re elected at the Local Election to represent the Cenarth Ward on the County Council. The Chair thanked Haydn for all the good work he had done over the years and wished him well for the future.The clerk added his thanks and congratulated him on being selected a member of the CC cabinet with responsibility for the environmental portfolio, a very important job these days. It was agreed that the clerk should send a letter of thanks to Mr Stanley Davies, thanking him for his services over the last 36 yrs as a member for the Cenarth Ward on the council. Members agreed that a small presentation would be made later in the year. The clerk then read the minutes of the previous meeting and were proposed as being correct by Don Griffiths and Chris Thomas CC Haydn Jones stated that he was making inquires as to whether the the Council had a right to erect "Keep dogs on lead" signs on public footpaths in the area. The clerk stated that he had made several attempts to contact Mr Eirian James of the Countryside and Leisure Activites as we are still awaiting information amd claim forms for grants to pay for work carried out on public footpaths in the area. Haydn had taken the matter up with him today and he had rung the clerk today with the promise that the forms would be dispatched the following morning. The clerk had asked him what had happened to the information board that was to be mounted near St Llawddog Church in Cenarth. Prompt action was promised. In a letter from D A Williams, Ast area manager at tech Services Dept it was stated that the flooding problem at Heol Gelly housing site in Cenarth had been passed on to Julian Williams the Housing officer to solve C ontact had been made with the Environment Services Section with regards placing a bin at Cenarth. Jeff Lewis had directed the location sites for the workmen. A new bin was being still waited for. The road near Lan Farm would be inspected with a view The clerk reported that he had been in contact with Sian Ellen of Menter Gorllewin Sir Gar in an attempt to get funding for the services of an expert to fight our side on the repairs at Cenarth falls. At the moment there was confusion at the Welsh Assy Gov as to the way the new "Convergence Grants" scheme would work for local projects.CC Haydn Jones stated that no money had been allocated to any body so far and it was still in Cardiff Bay Reports had been received that some of the seats near St Llawddog Church in Cenarth had been broken. Some were in a poor state of repair as well. Nigel stated that he would carry out an inspection and Haydn said that he would attempt to get Mr EirianJames to replace the old ones. Nigel asked who was responsilble for moving the tree trunks lodged above the falls at Cenarth. Jeff stated that quite often the Teifi Trout Assoc. removed the trees. The clerk was asked to contact the Envronmental Authorities for removal. Don Griffiths stated that residents at Pentre Isaf had still not been issued with bin bags for rubbish collection. Haydn promised to take up the matter with the dept The clerk then asked all the members o sign the Acceptance of Office as Local Community Councillors for the next four years . Forms were duly signed and returned The next item on agenda was electing chair and vice for 2008 - 2009 It was proposed by Samuel Jones , Seconde by David Phillips that Chris Thomas be elected chair. Jeff Lewis proposed ,seconded by Chris Thomas be elected Vice for the year Samuel Jones thanked the members and clerk for their support he had received throughout his year in office and he wished the same on the incoming Chair. Chris Thomas then took over and thanked members for the honour and hoped that he would be able to follow in Samuel's footsteps. Planning results: 1.Change of use of agricultural building to storage area for upvc materials at Llechwedd for K Thomas .......granted 2. A site visit was planned for the new dwelling next to Euron Capel Iwan which involved the highways dept. 3.Land adjacent to Ardwyn Capel Iwan. Building of one bungalow for Mr j Tring, Hafod y Coed..........Granted 4. Development of four semi- detatched houses on land near Mount Pleasant, Capel Iwan........application withdrawn. Planning received: 1. W/18757 Full. .. Single storey stable block at Maenllwyd Capel Iwan.....No objection 2, W18798 Full...Reconstruction work on house at College Farm Tanglwst for David Heal....No objection 3. W/18983.. One two- storey dwelling in garden alongsideTeifi View at Cenarth and new vehicle and pedestrian access.... Council had no objection to dwelling but would like to stress that at the moment there are flooding problems at this location. There is a culvert running down by the side of the site and this floods when there is heavy rain or the river floods. Photographs taken by one of the members showed the extent of the psoblem Wayleave payments were received from Weston Power for poles and stays around the village greens and square at Capel Iwan . £32.96 A letter was received from Dylan Bowen, Tanybryn, Capel Iwan asking whether the Com Council would be willing to help him with sponsership as he had been chosen to represent Capel Iwan YFC and Carmarthenshire Federation and Wales YFC movement in an International Rally in Scotland. He would be taking with him local produce and crafts and advertizing the area to the rest of the UK. members felt that they had to support the efforts of the young people in the area and it w as proposed that the Council donated a sum of £100 towards the cost of the exchange visit The Chair drew attention to the collapsed Safety fence around the culvert near Bridgend on the Cwmcych road.There is nothing to prevent cars from slipping intothe deep culvert. Also ther are many deep pot holes on the Plygyrhiw section of road and along towards Bridgend.CC Haydn Jones stated that Mr Tony Williams, Area surveyor has seen the fence but he would follow it up as well as clerk to send a letter. The meeting concluded at 9-15pm and the next monthly meeting will be held on the 7th June at 7 pm
