The meeting for July was held on the 3rd at 7pm. In the absence of the Chair (Who had sent an apology for absence) the Vice Chair, Nigel Williams presided. All members were present plus CC Haydn Jones. The Chair welcomed PCSO Jeff Kedward who gave a brief account of Police activities in the area It was pointed out that the speed and traffic monitor set up near Penfai was for a planning application near the Post Office at Capel Iwan. Hence it was agreed that a request be made for one to be set up above Cruglwyd. Jeff reported that he had investigated the car being lef in front of the Chapel at Capel Iwan. It was registered to a Company at the Pentood Estate in Cardigan and not in one name.However he had been informed that he could not take any action if the vehicle was parked on private land He had checked with the County Council re ownership of the land and they were invetigating and would inform him of the result. The Clerk stated that the land in question belonged to the Community Council, hence was private land. He also stated in answer to a question that dogs found chasing and wounding sheep could be shot on sight and the incident reported to the Local Police. He was thanked by the chair. Minutes of the previous meeting were then read and proposed correct by Don Griffiths and Samuel Jones. The Clerk reported that contact had now been made with the Countryside and Leisure Dept at Tumble. They had paid their 90% part of the grant for footpath maintenance for 2007 wth the Comm Council paying 10%. The arrangement would remain in force for 2008 - 9. It was agreed to carry on with the footpath clearances this year Members stated that the grass cutting on the roadways this year was of a hgh standard.The Clerk to inform the Highway Authority,However verges needed cutting at Plain junction, In front of Afallon and down towards Pentre Isaf. The picnic site at Blaenesgair needed cutting. CC Haydn Jones had brought a supply of plastic bags for hpuses in Pentre Isaf and he also stated that he had spoken to Mr Tony Williams re "lay-byes" from Bryn Square to Yet Farm and had been promised to include the work the same time as the gutter near the Church entrance. The clerk was still waiting information re "Part night lighting scheme" The Clerk stated that he had sent letters to the Appeal Inspectorate in Cathays Park in Cardiff stating the Council's case for supporting the Wind Farm development at Blaen Bowi. No date had been set for the appeal The clerk stated that he had received complaints regarding tree and bush overgrowth on the roadside near Pili Pala and Ardwyn Capel Iwan. It was added to a list. CC Haydn Jones stated that he was in the process of setting up a site visit withTony Williams to look at tree overgrowth in the area and road surfacing problems.He had also asked for a road sweeper to visit from Bwlchcaebrith to Dolbryn Camp site due to loose chippings after recent resurfacing . Members stated that tree trimming was needed down from Hendy square to Panteg Chapel A letter of thanks was received from Urdd Gobaith Cymru Adran Myrddin for the donation sent by the Councill to help towards running costs. Due to the death of Mr Elfed James Capel Iwan the Task of grass cutting the village greens at Capel Iwan had been taken over by Eurig Phillips Bronygarn. A letter of thanks was received from Mr Stanley Davies for the letter of thanks he had from the council for his 36yrs of service as a Comm Councillor for Cenarth Ward A letter was received from the Assembly Gov atating that they were attempting to change the boundaries of the airspace around the Parc Aberporth. Cenarth had been listed as one of the stakeholders. We would be informed in due course as part of the consultation process (ACP) PLANNING APPLICATIONS 1. W19316 Certificate of Lawfulness existing Residential mobile home Cwmgelli farm Capel Iwan ... No objections 2. W/19345 Change of agri. land to site for 3 yurts for holiday lets for 6 mont5hs at Pont Cych mill..... No Objections 3. W/19348 Development of 4 in no semi - detatched dwelling at plots adjacent to Mount Pleasant Capel Iwan.The Council Supports the erection of two bungalows only. There are also many local objectors The meeting ended at 9.30. The next meeting will be on the 4th September at 7pm at "The Ganolfan" !! Please note there is no meeting in August.
